Make sure you're using "The new Outlook", as indicated in the upper-right corner.

Click the Settings gear, and then click "View all Outlook settings"

Select "Mail" in the far-left column, then select "Rules" in the column to the right of that, then click "Add new rule"

Give your rule a name in box 1 (something to reference what this rule does), a condition in box 2 (what kinds of messages should this rule process? If blacklisting/whitelisting, this will probably be a "from" address), and an action in box 3 (if blacklisting/whitelisting, this will probably be "Mark as Junk" or "Move to Inbox"). Once it looks right, click "Save"
All future messages of the condition you selected, will have the action you selected applied to them.
